Cost Control Engineer - Turnaround and Maintenance - ADNOC Group - Abu Dhabi, UAE

• Advise and assist maintenance teams in budget preparation for OPEX and CAPEX, including reallocation and revisions.
• Compile and update the 5-year maintenance business plan, including capital items and major maintenance projects.
• Monitor and report on annual expenditure, budget performance, and variances.
• Develop procedures for computerized planning and scheduling of major overhauls and maintenance projects.
• Liaise with ADNOC IT and Operations Excellence teams for system design, testing, and validation.
• Produce cost trend and variance analysis reports for management review.
• Support contracts department with bid reviews, contract administration, and monitoring of turnaround contractors.
• Verify invoices, claims, and payments to ensure compliance with contract terms.
• Prepare interim and final valuations for contractor services and necessary approval documentation.
• Control and monitor project expenditures, milestones, and variations to ensure alignment with budgets.
• Monitor contractor progress and performance, resolving disputes where necessary.
• Maintain schedules of mobilization for labor and equipment, comparing planned vs actual.
• Prepare final comprehensive cost reports for management and audit purposes.

• Bachelor's degree in Mechanical or Chemical Engineering, or equivalent.
• At least 8 years of experience in cost control, project cost estimating, and cost monitoring within LNG, oil refining, or petrochemical industries.
• Proficiency in SAP, Primavera P6, and Microsoft Excel.
• Strong skills in cost analysis, technical reporting, and commercial evaluation.
• Knowledge of mechanical condition monitoring is an advantage.
• Excellent interpersonal, communication, and problem-solving skills.
• High attention to detail with the ability to influence stakeholders effectively.
• Strong English language skills, written and spoken.
